Summary

GitHub announced several changes for Copilot Business and Copilot Enterprise that will start taking effect in September and October. New seats will have to be paid for before access is granted, and usage that exceeds the included quotas may require extra payment to keep using Copilot. GitHub will also unify Copilot Chat, its cloud agent and the mobile experiences under a single policy. As part of that convergence, chat data on github.com will be kept for the life of the account instead of 28 days.

Why it matters

Copilot is evolving from a code assistant into an agent platform with direct implications for budget, privacy, governance and data retention. For technical teams, it is no longer enough to turn on licenses and measure adoption. Administrators need spending controls and clear policies on what information can enter agent sessions.

Practical implications

  • Review data retention policies before enabling Copilot broadly on repositories with sensitive information.
  • Set spending limits and alerts for extra AI credit consumption.
  • Measure whether agents cut delivery time or just shift engineering cost into AI consumption.
